Pieter said some of the most popular ones, so I just wanted to add Zerochan.net too, it’s very organized and have a decent tag system. You can also search by size and quality, and most pictures will have a tag for the artist, which also have the link to the original source, usually Pixiv.Pixiv is THE anime fanart database. 99% of the japanese artist post their work in there and all the other sites mentioned before simply repost pictures from there (which is actually illegal and could give the artists a lot of trouble on pixiv)There’s an english version of pixiv, unfortunally the tag system isn’t quite good, you can only search one tag at once and the tags are not translated. Also, the free version only let you search by date, not by popularity, you need to pay the premium version for that.Here’s what I recommend, make an account on pixiv, search around pictures you like on safebooru or zerochan and go to the original artist pixiv page, that way you can follow them on your pixiv account and get updates on their new works. Because repost is something hated by artists, specially japanese artists, some of them work so their stuff is not reposted, so there’s pics you wont find anywhere but in pixiv

There are threads on MyAnimeList.net - Anime and Manga Database and Community which deal with recognizing an anime from either a picture or from the description. Those are you best options, people there have seen a lot of anime.Assuming “Search google for image” failed.

Where do people get pictures of anime characters?

Other than by googling, there is this print screen button in keyboards. It is used to capture a picture of whatever stuffs displayed on your screen. In my laptop, the button is written as PrtSc. Simply press the button, then click paste wherever you feel like. There you have the picture. If you want to save it, paste it in an image editor software. You can save the picture you capture and decide the quality of the picture (e.g JPG/JPEG).This is an example I just took using print screen button :Pardon the pause button. I was in rush.Another way is to capture manually using a snipping tool. Snipping Tool is available in Windows OS. Access it via Start → All programs → Accessories → Snipping Tool. Unlike print screen button, snipping tool is manual cropping.This is the example :The picture captured using Snipping Tool can also be pasted to an image editor, where the picture can later be saved.Hope this helps.
