Look at the item description and or send the seller a question asking them EXACTLY what you're getting. Just watch out for fine print and excessive shipping charges. If you buy and the seller lied, file a dispute and get a refund. EBay does a pretty good job protecting buyers these days. Don't agree to a slightly lower price to do the deal off of eBay, as you will lose any protection they offer. Use PayPal to pay for the item and even better, use a credit card through PayPal to pay. Then, if all else fails, you can dispute the charge with your credit card company. If you find one that you want and it is listed in auction format, try using an eBay sniping service (hidbid.com, bidball.com, etc.) to possibly save you a little money.

I think you can only buy them here: http://giftcard.ebay.com/ I don't think you can get them anywhere else, because eBay doesn't have any options to buy gift card from retailers on their site.
