How do you remove (non-surgically) milia? These look like whiteheads, only they are composed of dead skin cells, and do not usually come to a head.

They're filled mostly with keratin.I don't think there's any effective way to remove them without breaking any skin; if you squeeze them, they spread under the surface of the skin and may get much worse (DAMHIKT). I've had some limited success very carefully opening the skin directly above them with a fully sterilized, extremely sharp blade. Hurts like crazy. I mostly leave mine alone now; they do no harm.

Will milia eventually go away?

I too have milia...in fact, a LOT all over my face. I started getting them a few years ago but ignored them until the point that it was too noticeable, so I went to see a dermatologist. Seeing so many, he decided to prescribe a cream to me (helps exfoliation and fights acne) rather than manually zap them, as it would take a very long time.

Anywho, the cream is okay, but only removes 1-2 milia seeds a week on average, combined with daily facial cleansing. To answer your question, milia will NOT go away on its own; milia is composed of keratin, a tough, water-insoluble protein, so it's tough and can only be removed physically and not with plain washing or medschemicals.

Exfoliation WITH manual extraction is the only way to get milia seeds off, if you have a low number, you can ask a dermatologist to remove them (it's very quick, and you feel almost nothing). What I do after washing my face if I have time is I actually squeeze a few seeds out if I can grip them with my fingernails, but you'll feel a bit of a painful pinch, make sure your nails are not too long/sharp, and WASH your fingers (especially your fingernails) thoroughly with soap before doing it to prevent infection. Don't overdo it with too many seeds if you have a lot though, and it's best to do before sleeping or during weekends, as the areas on your face you press will become swollen and red for 5-24 hours.

I highly advise against poking your seeds yourself with a needle, as this may cause small holes or scars on your face that will stay for months (personal experience), as well as infection if the needle itself is not clean.
