You can do it! You just have to visit the City Hall. If you need to change the name of one of your small sims, that can’t go to the City Hall, you can send one of the older sims. Just find the City Hall on the map, and choose “Change Name”, and you get an option of which sim you want to change name of. Ah and btw, the option to change your sims name is not always available, it depends on the time in your game...
