Drugstores inflate makeup prices so they can run those BOGO sales. Even then, the prices are rarely lower than they would be at Target, WalMart or Harmon Discount or Harmon Face Values. Harmon stores are probably the cheapest overall, but they are not national. If you don't have them in your area, you're better off at Walmart or Target than in CVS, Rite Aid, Walgreen's, etc. In my area, CVS is always the highest regular pricing. ETA: If your Bed Bath and Beyond has a makeup section, that is a Harmon Discount department.

In the UK, there are not really “Drugstores” without pharmacies in the way they exist in the USA. We have a few large chains that sell over the counter drugs and lots of other things, generally but not exclusively health related products. They also though virtually all have pharmacies in store. The big three are Boots, Superdrug and Lloyds Pharmacies.In recent years though, all supermarkets sell over the counter drugs and their larger branches have pharmacies in house too.

Tips on buying drugstore makeup?
Most drugstores make you use their rewards card in order to get the discounts. It's free to get the card and they can give it to you at the register. Be careful in deciding if you want to give them your email or not--you'll get tons of advertisements if you do, so maybe use a secondary email if you give them one. Many stores will just swipe a random rewards card for you though (kept at the register) to get the sale prices if you don't want to sign up. -Jordana actually makes very good eye and lip liners, and you can't beat the prices. I have one eyeliner from them that I like and about 4 lipliners that I truly love (the Easyliner for lips). -Maybelline Baby Lips--good product if you understand this is a tinted lip balm, not a lipstick. It's sheer color. -Revlon Lip Butter--good product, more color than you would get from the Baby Lips but still very moisturizing and creamy. -Maybelline FullNSoft-I haven't tried this particular mascara, but Maybelline mascaras are generally fantastic and well-priced. I've liked all that I have tried. -Prestige--I have never tried a product from this line, so can't really comment. You can check the sales on the websites of the various drugstores. Just look for "Weekly Ad". If you don't want to bother with that, WalMart and Target generally have lower regular prices on drugstore products, and Harmon Discount or Harmon Face Values will always have the lowest regular prices. Harmon is not nationwide though, the way Targets and WalMarts are--your area may not have any Harmon stores. Regular drugstore prices are usually quite inflated, so only shop them when they have sales for cosmetics. I guess my other tip would be to remember that most drugstores and discount stores accept returns on makeup, even if you've opened/used it. So if a product is just not right for you, RETURN it or EXCHANGE it. Hang on to your receipts until you are sure you really like a product, as you'll need the receipts for returns.
