It's extremely rare to see master's course which specializes on game in Japan. More than 95% of conventional universities do not have that kind of course.

Please keep in mind that master's degree is generally not appreciated in Japanese society. It's appreciated in some fields. But I don't think that's the case in gaming industry.

Usually US and Canada are the preferred choices for MS You should visit the websites of the colleges to see the courses offered and the fee structure. You require a good GRE score say above 304 to apply for a decent college in these countries. To be eligible for good schools  you need good score of >320 (getting scholarships become easier)OTP will help you gain skills and allow you to work in the field of your studies and gain experience  Look at the OPT offered by these countries. Since you are applying for s Science and Technology course look at US's STEM program17-Month OPT STEM ExtensionCountries like Australia too offer such facilities but only for courses 2 or above 2 yrs. However the fees in countries like USA, Canada and Australia are high and you would have to shell out easily >20L ( rough figure ) so you would need a loan and scholarship to help you. If fees is a concern look into Scandinavian countries like Finland, Norway , Denmark (avoid UK since you wont get OPT as per my knowledge ) since higher education is usually free of cost for the Euro zone citizens and are marginal for non euro zone citizens. However their class strength is usually less. But the climate is not  favorable in these countries ( basically extremely low temp) However also look at the job scenario in these countries and whether you would be able to gain some exp before coming back to your home country.  This should be your backup option thoughIn addition, prior job experience and a good profile (say good in cultural activities and sports also make getting into a great school easier)

The USA and Germany are definitely top destinations for higher education with its own pros and cons. Choosing between them depends on your requirements.Academically, German education is known for its high standards. Almost all universities have one specific field in which it does exceptionally well in terms of research. The variation in quality of education across universities is very less. Therefore university rankings in Germany is not important as it is in other countries. On the other hand, the USA has lot of variation in universities. There are exceptional universities which are considered top universities in the world and also the ones that would give admit to everyone applying and willing to pay the fee.The cost of study is very high in USA, it will cost you around 25-30 Lakh INR (30k–40k $) to get a MS degree if you don't get any kind scholarship. America has lot of work opportunities for a computer graduate, even a third tier university graduate would end up in a job with decent pay. Assuming it is not hard to find job, it will at least take another year in-order to recover the money you spent on education. Hence it will take three years (2 + 1) to get gainful returns of your investment.In Germany higher education is fully subsidized. They charge zero tuition fee. Students are allowed to work part time which is sufficient to take care of living expense. Hence if you plan carefully you will have a MS degree without any expense by the end of 2 years. Germany has decent number of software companies which can offer software jobs. But the job prospect is not comparable to that of USA in the field of computer science.My suggestion is if you are willing to invest at least 5 years choose USA. These days Australia has been the most preferred destination for the computer science and Business Administration courses as much as vocational courses. The degree are treated at par and globally recognized. Australia is more liberal in allowing part time jobs and the number of hours you may work per week in vacations has no limitations. I strongly recommend you meet with an academic advisor at the college you plan to attend and look at all of your options. If you do need another degree, you may wish to CLEP some of the courses you have taken in India to get credit for them towards your next degree. If you want to teach, you may consider engineering and/or mathematics...perhaps a Ph.D.
