For a start the international dialing code is different in different countries - and I guess from your code you are in the USA. The first part of the number is the international dialing PREFIX and this in yoru case is '00'. This tells your phone company that the next number you will be dialing is an international number. Most phone companies support this BUT SOME DO NOT. Secondly you then dial the INTERNATIONAL DIALING CODE and this is the number that specifies which country you are dialing. So you are right to say that the international dialing code for the USA is '1' (it is also the same for Canada). Your phone company then routes the remaining digits you dial to the country the number represents. Now comes the interesting bit - why '1' for USA and larger numbers (Like '44' for the United Kingdom) for other coutries. Its all to do with how your phone company routes calls to other phone companies. Each phone company has agreed that it will pass calls for other countries to the phone companies in those countries and they use the international dialing number to do this. Originally there would have been an operator doing this manually - but now its all done by computers. So why the numbers? Well the the ITU Telecommunication Standardization Sector (ITU-T) coordinates standards for telecommunications on behalf of the International Telecommunication Union (ITU) and is based in Geneva, Switzerland. It defined a number format standard called E164 which chopped the world up into areas or zones and allocated numbers to the Zones. The USA is Zone 1 and includes a number of areas around North America (that is why Canada has the same code). There is no country that has JUST 2 as their international dialing code - Its part of Zone 2 - which is Africa. The closest I guess is Egypt which has an international code of '20'. Notice that no coutries have the same code and that the code '0' is not assigned and you will realise that basically we have tried to create unique numberts for all countries...

I suspect both similar. They are both pretty much Tory countries in recent years and like to attract the wealthy from overseas. Go study somewhere that has better morals and meaning to life, in these places you will just learn to shit on your surroundings
