Go to an upholstery shop or a supplier and ask for 1pnt of Glue. This glue, many brand names, one formula. 3m mak,es one, PHP,Ford,its just glue. Bujt the stuff I use at upholstery shop is strong, any enviroment, and lasts at least 5-15 years. Its also my choice here becuase you are useing Plastic, some glues will have a reaction, bad reaction to plastic. Most Upholstery Glues work or are formulated to work with plastic, as more and more auto parts are plastic, the items to fix them changes also.

What is the best super glue for denture repair?

Cyanoacrylate glues are basically all the same. There are MIL-SPEC cyanoacrylate glues but I don’t think you would notice a difference. The surface should be cleaned well and maybe wiped with alcohol first. The methyl version is not as flexible as the ethyl version. But, on dentures, flex should not be an issue.

What is gum that will not stick to dentures?

I would advise against gum with dentures as it may put unnecessary strain on the remaining tissue; it accelerates bone resorption, the denture will lose fit and get loose. If it's a partial denture, the teeth supporting it will become loose and eventually lost.

It should be available in various pharmacies or grocery stores. Most denture wearers are now using a cream type product instead of the powder. Everyone has different preferences. The price on eBay is really based on what someone will pay for it.Check other pharmacies, and other brand names. Ask them for denture adhesive in a powder form.
