You can go for both, but Lumia 520 is better because it works on Microsoft windows (which have limitations) it does not become laggy and its hardware is also good. And the other hand samsung's trend which works on android platform (which have no limitation) will becomes laggy and do not have a good touch screen or camera.Conclusion : if you do not want to use many apps than go for Lumia 520 because it is good. And if you want to use many android apps than go for samsung.

Choosing  Lumia 520 is a no-brainer. It has the latest processor among the two (which is vastly superior, S4-28nm vs S1-45nm) and a fresh looking OS that doesn't hang at all! When buying an android phone, my advice is to always look for a popular model that has developer support because fixing issues with the phone will be a lot easier, you'll get OS updates etc (can't find any at this price point). I got my brother a Lumia 520 and he is very happy with it. Deeply blended social network support, smooth eyecandy visuals and good connectivity. Only gripe as of now is that you cannot record your calls. Thats all!

The lumia 730 was launched way back in 2014 and it was overall one of the best mid range phone. But in today's scenario Microsoft has already given up on windows phone so it would be a bad idea to go for a Windows phone but if you still gotta go for a windows phone lumia 730 is the best of them all… it would beat the grand quattro (of course big time) but it is a windows phone.Lumia 730 isnt really available at any stores now soo you must be talking about refurbished units or second hand devices i guess. Lumia 730 in second hand market at around 4k would be a good deal but try to get a moto g2(or versions after g2) instead.In other mid range department right now xiaomi redmi note 4 and the moto g5 plus are overall best mid ranger phones out there.Hope it helps.

In my humble opinion, considering the current state of Nokia's affairs...I'd go with any other brand instead of Nokia (or RIM, for that matter).Oh, well... that was a bit harsh.  I'd go with any brand that uses Android OS and, as you specify, supports dual SIM.Of course, Samsung is a great brand... but, honestly I am not familiar with any of it's DUAL SIM phones (if any)...I'd stick with Android tough. I wouldn't choose a, say BADA (another Samsung OS) phone.... My 2 cents., plus 2 more cents.  ;)  Good luck
