I'm failing my honors world history class?

Relax a little. You aren't doing that badly. Your homework grades are great. You did O.K. (not great, but O.K.) on the one test that you have a grade on. You don't know your grade on the second test yet - but you are in panic mode (probably more because of the quizzes than anything else. Let's wait until you get that test grade back before you go into a full-blown, uncontrolled panic attack.
In the meantime, let's look at your quizzes. You blew the first one royally. I am going to guess that either you weren't into the class yet, or, more likely, you didn't know how the teacher tested and so you studied wrong. This happens all the time. You think the teacher is going to test on broad generalities - concepts and scope - and instead he wants the middle initial of every vice-president ever elected. From your second quiz, it looks like you figured out more of what the teacher is looking for and how you need to respond. That means you should be better prepared for future quizzes and tests.
It is way, way too early to go into panic mode. You are a good student. If you weren't, you 1) wouldn't be in an honors class and 2) wouldn't be stressing this much about your grade. Settle, take a deep breath, and talk to your teacher. See what his/her view is on what you have been doing. I'll bet that your teacher isn't nearly as upset with where you are at as you are.
