However, there is a reference for the state of Ohio that requires that you file for unemployment within 3 weeks after the last day that you worked.

every state's regulations are basically the same but each state defines what they see as "good cause" to quit a job........ all you can do is go through the process NO one can tell you if you will be eligible or not until you file and go through the entire process including all the appeals (if need be)....

I don’t understand your question clearly - Why do you think that someone needs to eligible for unemployment. Anyone can be unemployed if he/she doesn’t want to work.Anyway, in your case - If the current workplace is closing down then you can always ask them for proper experience letter and your full and final settlement documents, and then you can search for new carrier opportunities.All the best to you for getting a all new start!!
