Statistically there are many like mentioned in other answersMy personal opinion is it has to be Shane Warne.........reasons1. Bowlers from subcontinent have advantage of pitches....because they play most of their cricket on the Turning, dusty pitches......Today also many players or even teams struggle on these pitches.......so Players from subcontinent have an upper hand here....which may be the reason we have great spinners like B. Chandrasekhar, Bapu Nadkarni, Anil Kumble with amazing stats!!!2. Now let's look at Shane Warne......the player from Australia....where most of the pitches are famous to help for Pacers, especially WACA Perth etc........Warne had played most of his cricket in Australia and England.....where pitches are not that good for spinnersStill Warne has managed to get 700+ test wickets......In one Ashes series he had taken 40 English wickets.........He is famous for bowling 'The Bowl of the Century' , which he had bowled twice, none of these balls were bowled on Subcontinent Pitches....3. Even he played enough amount of Cricket on Subcontinent Pitches, players from these countries are very very good against spin, Sachin Tendulkar, VVS Laxmam, Kumar Sangakkara etc were extremely good against Shane Warne...... So he really had very little advantage In the Subcontinent.

I believe South Africa has the best bowling attack with the likes of Dale Steyn, Vernon Philander, Morne Morkel and Rory Kleinveldt.

Second comes Australia with bowlers like Peter Siddle, Mitchel Johnson, Mitchel Starc, Ben Hilfenhaus.

I agree Pakistan has a good bowling attack, but at the moment their pace bowling lineup is a bit shaky. There is no trio attack, where a Test team should have three fast bowlers. Umar Gul is fine, Sohail Tanvir is not very reliable and Pakistan needs two specialist Test bowlers.

Many contenders like Imran Tahir,  R Ashwin, Sunil Narine, Shakib al hasan, Yasir shah but I think only two of them - Yasir Shah and Ravichandran Ashwin give tough fight to each other for this spot.While Yasir has taken 49 wickets in tests this year, mostly all of them on same pitches of UAE, Ashwin is not far behind with 43 wickets which includes pitches of SCG, Sri lanka and India.In ODIs Yasir has not proved to be that effective that Ashwin is, both Down Under (seen in World Cup) and in the sub-continent.I don't take T20 into account as its stats are not a good measure to judge one's bowling ability.Ashwin's consistency in recent years and across all formats make him in Top 10 Ranking in all formats. While Yasir is more suitable for Tests only.Therefore I think Ashwin is the best spinner today.

Can a bowler in a same over can bowl both the fast,slow and spin deliveries?

So,now its clear than in cricket a bowler can deliver any delivery whether offspin or legspin,but now i gotta ask the final thing,that can a bowler deliver any kind of ball in an over,whether it may be fast,slow or spin ??have u seen any bowler who delivers the first ball as pace,the second one as offspin,the third one as medium fast,fourth one as legcutter,and so on upto the last 6th ball??do these kind of bowlers exist??is this legal to bowl all these deliveries in a single over?

As you have asked regarding current test scenario, i would say it as yasir shah from pakistan. Yes, anyone might argue it is ashwin because of the tally of wickets he has taken in the last calendar year, but we should not forget that those pitches are tailor made for ashwin and jadeja. Few years back Indian test match pitches use to offer turn only on 4th and 5th days of the match, but now the pitches are offering turn within just an hour into the test and our spinners are using it to their advantage. Where as on the other hand yasir shah is taking wickets on pitches of dubai and england where the wickets wont offer a lot of turn. So i think yasir shah is the best spinner in current scenario
