The image detail isn't sharp enough to conclude that I may be mistaken because the brunette doesn't look old by any means, she looks young. She looks mature however, and if the brunette isn't the mother she has to be the big sister or the protector. The body language says that she is protective of the blonde and the blonde acts as though she belongs to the brunette, but stands out front just as the child does when the mother pushes her baby bird forward and out of the nest.
