First of all, I have to correct the above answerer. Prussia is not the "old" name for Germany. Prussia was a completely separate country from Germany. After WWII, Prussia was abolished, Germany acquired some of Prussia's land, as well as Russia and other countries. France blamed Germany for WWI for a couple for a couple of reasons. A.) Because of Germany's alliance with Austro-Hungary, they gave Austro-Hungary free reign over the Balkans. A blank check, if you will, to handle the uprising in the area. France had certain interests in the area, and were upset with Germany for not handeling it better. There is also a mishap with messages concerning Bismark and Wilhelm II involving the Spanish Crown. France did not want to see another Hapsburg (or Hohenzollern, I can't remember which) on another throne in Europe, but that's another matter all together. B.) France was angry with Germany over thier defeat during the Franco-Prussian war. After said war, Wilhelm was crowned prince at Versailles, which was like pouring salt into France's wound. So, the truth is that all countries involved were to blame, because WWI started over a land dispute, France was extremely upset with Germany for things Germany had been doing since Napoleon was ousted. Because of that, and the fact that Britain, America and Russia were allied with France at the time, they came up with the Versailles Treaty which punished Germany heavily. Germany had to scale their military down tremendously(because France didn't want Germany to invade them again), they had to pay reparations and they had to accept the War Guilt clause, which made them take complete blame for the War.

I am not a historian but I'll try to answer the question from my memory of articles I've read on a the matter.Austria-Hungary (A-H) declared war with Serbia over the assassination, in Sarajevo, of their Archduke Ferdinand by a Serbian terrorist. So Russia, who had a protective treaty with Serbia, declared war on A-H. Then Germany declared war on Russia (fulfilling their promise to A-H beforehand to do so). This caused France to declare war on Germany (due to a treaty they had with Russia against Germany). So the major countries in Europe mobilised for war, including Britain who declared war against Germany (when they attacked Belgium, who Britain had a protective treaty with). Then Italy, Japan and Turkey opportunistically entered the war against A-H/Germany and Britain/France resp. Thus since most of these countries also involved their colonies etc, then it was later considered to have developed into a world war (especially after USA later entered the war against Germany/A-H).Hence clearly, if A-H had not declared war on Serbia (with the collusion of Germany) then there would probably not have been a war between all these countries.
