It' commonly thought to be said to young Peter Parker (Spiderman) by his uncle Ben but it has also attributable to the then Mayor-Elect of New York City, Mr. Gilroy in the interview he gave to the New York Times, published on November 15, 1892.

Who originally said the quote, " With great power, comes great responsibility"?

Stan Lee does not appear to be quoting directly. Strictly speaking the currently used version is also a misquote and was not originally spoken by Uncle Ben.

While the FDR quote is close it seems unlikely Lee would know it as the speech was never even made, merely published later.
Some stories link Lee to the lines from Luke, but if so I would consider it an influence or source for the idea rather than a quotation.

Overall I think we can give Stan Lee the credit.

But that is unlikely.I believe Jorah Mormont said this to Danerys long back. Now that he is coming back he might say it again as her situation is tight as of now.Lord Varys also conveyed a similar thing to Danerys, by saying he choose her as the leader as she is the best people of the realm have got now.I am worried about Sansa though. No and no, “with great power comes great responsibility” denotes the fact that those in power should use that power responsibly, because power without responsibility leads to tyranny.On the other hand the statement “with great responsibility comes great power”, denotes the fact that someone who takes on an exorbitant amount of responsibility have inadvertently taken on a rather substantial amount of power, because they are responsible for certain aspects of any given situation they have power over the situation.A person who is responsible for picking up all the dry cleaning for a big theatre production on opening night, has the power to shut down the entire production by simply not delivering all the wardrobes.

We have all heard that with great power comes great responsibility. So what should we ask from those with little or no power?

This phrase "with great power comes..." has always interested me because it holds the supposition that one knows who has the power/responsibility.  It gives the person assuming such a possesion an autonomy and thus the recognition of "personhood" that should be distributed on a more democratic level.  Who can declare themselves the holder of power unless given that power by another...and shouldn't the giver have more power since they chose to give it away?   I think no one can live without responsibility, because no one knows how much power they do/do not have.  ...and then, one must not confuse power with fame/public recognition...
