It would depend on where it stands or if you are speaking figuratively.The “black” does not mean cold, it’s more dark and gruesome, if you think it means cold, you are mistaken. This mostly refers to a person without emotions yet still understands them and uses them to manipulate others into despising(or worse harm) themselves.In medical therms i believe it would be a heart that is left without blood for a while so that it would look more dark-ish but red-dark.P.S. nobody uses the workd ‘black heart’ anymore, they just say ‘cold hearted’ or ‘racist’ or ‘jerk’P.S.S. we can never truly define what a black heart is, because everyone measures pain differently, but with some people we can grade them yet we don’t define the heart, we define the brain - ex: sociopath, psychopath etc

My two cents and experienceRetired after 21 years Army ( 15 Active, 6 Reserve).Still wear my DCU jacket from Iraq (04-05) in the winter. Wore it for the last 3-4 years, just being too cheap to get a new coat. Had even worn it to my Reserve unit ( during the regular week not drill weekend) and was seen by a 1SG. His comment was “wow, haven't seen that in years”. The DCU uniform has not been an official uniform since at least 2010 if not further back. That 1SG knew me, and would have corrected me had it been illegal to the point that it needed corrected ( he didn't even say anything about the zipper being open , though all pocket flaps were closed).After retirement i went to the Air Force base thats closest to me, and looked at fleeces in Clothing Sales. I asked if the new coats were just for AD or if retirees could get them too. I was essentially told the new brownish ones were restricted on everybody right then as they were just being issued and they had to make sure the active duty guys got theirs. The green ones were perfectly fine for purchase.This was from a store that checks that you are eligible to buy a candy bar, and politely turns you away if not ( ie not a military ID card bearer)There are regulations in place for wear of uniforms by retirees. However, it is more self policed by the retiree/veteran community than by the DoD, which is busy enough policing its own people over everything from sky penises to any of the 1000 categories of alcohol related incidents to murdering Philipino hookers of all genders to worry about the retirees.

This ManCommandant Alok Awasthy of NDRF.Remember the Fukushima Daiichi Nuclear Disaster at Japan in 2011.The disaster that left thousands dead,lakhs injured and hundreds dead due to radiation leak.Three disasters namely Earthquake,Tsunami and Radiation leak left Japan paralyzed completely.Due to inexpertise and the high risk involved because of radiation ,only 23 countries in the world out of 194 came forward to help by sending relief personnel to Japan and India was one among the 23.India prepared a team of 46 men from the National Disaster Response Force (NDRF) led by Commandant Alok Awasthy.When 22 countries returned from Japan citing recurring earthquakes and high radiation content in atmosphere ,India stepped in.On 26 March 2011,NDRF was airlifted and deployed at Miyagi prefecture,the worst hit of all the regions.Miyagi was totally devastated and was full of debris.The NDRF carried 8800 kg of luggage that included food and water as nothing was available there.They used to dig up debris with their BARE HANDS that too in bone chilling -2°C out of respect for the dead as Japanese localtraditions didn’t believe in mutilation/disfigurement of dead bodies.The NDRF stayed in temporary camps for 10 days without bathing as they couldn’t remove the radiation suit. They only survived on the rations and water they brought and ate once a day. Earthquakes of lesser magnitude kept occurring frequently.A total of 07 bodies, 4 crores(INR equivalent) cash among all other items were recovered.The people and mayor of Miyagi appreciated NDRF for willing to comply with the local traditions while digging up debris.They were given National Recognition in Japan and felicitated by their PM .It was a huge task to keep the troops motivated as everyone carried a radiation detection device and it remained in ‘high’ always ~ Comdt. Alok Awasthy.The Japanese emperor chose India out of three dozen countries for their visit in 2013 because of India’s response during the disaster.Comdt.
