well , im a teenage girl and many of my friends wear pencil skirts and they are adorable, but usually they are only cute when you dress up, unless it is denim, then that would be more casual

The answer depends on what you mean by "provocative." That's an extremely subjective assessment. If you're from a culture where women don't wear trousers and favor long, loose skirts, then fitted trousers might seem provocative. If you're from a culture where women cover themselves from collar on down, then any décolletage might be shocking. When it's 95 degrees out, I want to wear as little as possible. On the other hand, I sometimes wear something revealing in cold weather because I like the look of the body parts that are showing, and I like that other people like them. And sometimes I'm not thinking about whether others will enjoy seeing certain body parts, and instead I'm thinking "Midriff-baring shirts are trendy right now. I want people to see me as a fashionable person, so I will wear a midriff-bearing shirt." (Ah, the nineties!) As you suggest in your question details, some people (particularly uncouth men) assume that women wear revealing clothing as an invitation. We certainly do that sometimes. But it's a bad idea to assume that's why a given woman is wearing a given outfit. Even if an outfit shows all the signs of being intentionally sexy, we might be wearing it to issue an invitiation to one specific person, not to you; if we don't own a trenchcoat, you see us in that outfit when we're on our way to the hottie we're interested in.
Does it make me gay if i like to wear girls clothes?
No. Crossdressing itself does NOT make you gay. Being gay means you are sexually attracted to the same sex as you. Per your statement you are a heterosexual male that likes to wear women' clothing. There have been numerous studies that show most, upwards of 90+%, if memory serves correctly, men who male to female crossdress are heterosexual or straight their sexual orientation. I am a crossdresser since my single digit years, in my forties now, and have yet to find another male sexually attractive. Relax and enjoy yourself
Do women feel uncomfortable in short dresses/mini skirts? If so, why do they wear them? I have seen women struggling to maintain themselves while sitting, climbing stairs, etc.
By your question details I guess there could be two things :You saw the one who have worn them for the first timesThey don’t know the basics how to flaunt them for eg.If the skirt is up to knees , you can simply sit with crossed legs.But while wearing a short skirt, you better sit with crossed ankles, better note it down.wrong !!right !!While climbing the stairs, make sure you take small steps and one at a time. Never show hurry. And if possible try to move in a diagonal way up to the top and avoid climbing in a straight line. What do popular girls at your school look, dress and act?
I'm a guy but I think I can answer. The two most popular girls at my school are dark blondes who have highlights in their hair. Their hair is long and looks straightened. They both wear a lot of makeup (eyeshadow, mascara, blush, concealer, lip gloss, etc.) In general I think they look very attractive but it is artificial looking. They often wear revealing, low-shirts, like tank tops and v necks. In the winter and fall they wear zip up hoodies from abercrombie & fitch and skinny jeans. In the warmer seasons they wear booty shorts and tight mini skirts that accent their (clear throat) features. In general they are both very pretty girls who cross the boarder from cute into the sexy territory. They are both very curvy and have very mature features. Personallity wise, they are nice but sometimes mean. They are both average students and they care more about their looks and attracting boys. They are nice to those who treat them respectfully. I think they are both very hot girls but only one of them is my type. Hope this helps.
