When wearing something short like that, it is very easy for someone to see your underwear. Since it is is sloppy and in poor taste to put your underwear on display like that, if thee is a good chance that someone will see your underwear you shouldn't wear any.
Why do so many girls not wear panties with mini skirts?
This isn't just celebrity like Lindsay Lohan, Brittany Spears and, recently, Kate Gosselin. I work for a multimedia video production company and we film at a lot of lavish, luxurious clubs from Atlanta to New York and time and time again, women are running around in mini skirts without panties and everyone can see it. They act like they don't notice, but it's just disgusting. I don't understand it. Why on earth, if you're a woman, would you wear a skimpy short skirt with no underwear? How stupid and disgusting are you?
What is it like to wear a skirt with no underwear?
Well speaking from personal experience only, I've only done this once and it just happened to be last month. I was wearing an ankle length maxi dress, so same concept as wearing a maxi skirt, and chose to not wear a thong due to the fact that you'd be able to see what type of underwear I was wearing just by the fitting of this dress. Long story short, I didn't like it haha. It was much to breezy for my liking and I felt so exposed even though it was a long dress. That being said I hope any woman who might go "commando" wearing a shorter skirt, should be mindful of any seated position as you may be grossed out by what you leave behind for the next person who sits there or what you may catch yourself from the same girl as you who sat there before you. Either way, this is my opinion and I'm a 34 year old women and very fashionable and I'm surprised it took this long for me to try it.
Should you wear skirts without underwear?

Don't girls feel cold when they wear shorts or skirt in winter?
Depends on the skirt - long full skirts are actually very good at trapping air to insulate around your legs. Even shorter skirts are quite good at this until the wind ruins it all. Obviously it depends on the fabric and linings too, but most of the time it's no different to wearing trousers on the parts that are covered. As for the parts that aren't If you don't feel the cold on exposed flesh you either have no nerve endings or are one of those hardy crazy types from Canada or Norway or are probably exceedingly drunk.I remember playing hockey in school in a stupid little gym skirt all winter and my legs would turn blue and require a bath to get back to normal. That is why tights are such a godsend, especially the ones with the fuzzy linings - I don't wear skirts in autumn or winter without them now.

I don’t know any woman who does that like every day, but all my friends and I do that for fun once in a a while. Last time I did it was for New Year’s Eve.Whenever a woman goes commando, she should understand that some flashing will almost inevitably happen, so I’m of the opinion that she should always do that when she’s surrounded by friends. Why so many girl go to clubs in mini skirts without wearing panties?
I've seen in lots of phone camera pictures and I've seen by my self... Girls dancing and clubbing wearing minis and no panties! A friend who has done that says it feels very sexy and horny to go like that and encourages me to do it... But I don't know... What do you think? Is this kind of "in" in clubs? And by the way...
