Why am I always getting so many pimples?

I'm 16 years old now, and I usually have pimples growing near my mouth. I don't have pimples/acne on my cheeks/chin/forehead (occasionally only), but they are always growing near my mouth, above my upper lip. I know I'm going through puberty and my oil glands are producing more oil than usual, but is this due to something else? I mean I kinda have a habit of touching the portion of my skin above my upper lip, and I don't usually wash my mouth after a meal in school due to having the need to rush off after eating. So could this be the cause? And what do you suggest that can help me?
