Do higher ranking people in police departments have the same equipment as officers?

No not always. Even officers of equal rank may not have the same equipment, a lot of times its discretionary in terms of what an officer carries but there are some mandated things of course. But an example would be a Sheriff’s Deputy assigned to the County Jail probably wouldn’t carry a handgun while a Sheriff’s Deputy assigned to Road Patrol would carry a duty sized handgun. In most police agencies higher ranking officers and investigators carry a more compact handgun, for example a police officer who patrols the road might carry a full size Glock 17 9mm handgun where as a police Captain or Investigator may not really feel the need for 17+1 rounds of 9mm plus spare mags and may choose to carry a subcompact Glock 26 but not compromise too much by having 10+1 rds and a spare 10rd mag. Higher ups who don’t really ever go in the field may choose to carry something even smaller or nothing at all. Same goes for handcuffs, OC spray, Tasers, etc.

Who is the higher ranking between a Sheriff and Chief of Police?

Generally (at least in a technical sense, and there are exceptions even to this technicality), since the sheriff is legally designated as the top-ranking peace officer in a given county, s/he technically outranks all the municipal police chiefs within his her county.As a practical matter, they tend to be roughly equal, within their respective spheres. In rural counties, where a small city force might depend on support from the county, the police chief might be more likely to defer to the sheriff.

Can/would a police officer arrest a higher ranking police officer?

Well…in theory yes. In practice..no. If you had some evidence that a superior had committed a crime like embezzlement or something that didn’t involve life or death like a murder or rape, you would be more likely to report to his Commander and let them take it.Police are very big about chain of command. It’s very much like the military. If it was an emergent crime in progress like your Sgt was freaking out and on a crime spree…you would take him down the same as anyone.Anything not meeting that “oh crap I have to do something right now or somebody gets hurt” you would more than likely report to Internal Affairs. You make a statement to them and they Police the Police. People underestimate the power of IAD. They mess with Police the way Police mess with you. I have been pulled over in a marked patrol vehicle by IAD..lights and siren and asked “Where is your hubcap?”. “Why is this car dirty? Go wash it…NOW”. They come by your meal break and see if you’re calling in service while still sitting at the table eating…or worse going over your 30 min. They come by your calls and gig you if you’re not wearing your Cap or being professional. They plant wallets for people to give to you as “found” to see if you voucher the cash properly or steal it.Generally Cops that work together wont investigate each other for obvious reasons. It’s better to take what you know and give it to the proper authority and let them make the arrest and investigate if possible.I only had this happen once in my Career. I had a Sgt who was assigned permanently to the High rise projects in my beat who was offended that I was doing warrants in his area (and or working for drug dealers). He would tip off the subjects in his buildings that I had a search warrant and was on the way. This is very dangerous and could have got me ambushed and killed. I went to IAD and took the family that informed me that he had been informing them of all warrants to IAD and had them swear out a statement. Apparently my word and the word of mid level drug dealers wasn’t enough to interest the District Attorney but he was forced to retire and stripped of his Police Certification. I would have loved to slap cuffs on him and drag him to the Central Processing but that may have created problems for me.

What’s the youngest a person could become a low ranking police officer?

Where I worked it's 21 but that can vary depending on what the laws are in different areas. All officers have to go through the Academy to learn all the laws for the area, proper handling of guns, target practice, self defense techniques, etc If you can't meet requirements for shooting a gun, you can't graduate. And officers back home have to go 4 times a year to qualify with their gun or they can be put on desk duty until they do.

Your best bet would be to do a Ride-Along (actually several would be better) with officers in your area and get a feel for what they go through OTJ, then you can talk with them and get information to help your story be more realistic.

You can usually request to ride with a female since your book will be on a female, then you can get a better feel for what they went through to get to where they are today.

Also ride with some men and get their side of the story and what they dealt with so you get a better perspective. If you live in a smaller town, try to go to a larger town for the Ride-Along ~ you will experience more and deal with more real life situations.

And you might also write to the Chief and ask him/her for permission to talk with some of the personnel at the Academy so they can explain what the officers have to learn. Back home, they are in the Academy for six months.

You might also ask the Chief if you can sit in the Radio Room for a couple of days to observe all that they go through as they help and work with the officers on the street. That can be a real eye-opener, too.

Be sure to ask if there are any restrictions that you cannot put in your book so you don't cross lines when the book is published.

ie: Pictures of police personnel in uniform or any cruiser or other police vehicle, horse or K-9 cannot be used in advertisements, promotions, etc without written permission from the Chief first.

I'm just using that as an example for back home but there could be other restrictions they have so just ask first.

There were three classical levels of command in the Renaissance - Company, Field grade (or column) and ArmyEach of those had a commander - Captain, Colonel and GeneralEach commander had a lieutenant - Lieutenant, Lieutenant Colonel, Lieutenant GeneralAt the field and general level there was also a ‘Major’ who was a staff/supply officer - Major, Major General. The company also had a lower ranking officer below lieutenant - Ensign (for the standard he carried) - the modern Second Lieutenant.The only additional rank is that of “Brigadier General” - in command of a detachment of various units ‘Brigaded’ together.In the Renaissance, nobility generally only held or progressed through command ranks. The lieutenant ranks were for professional soldiers from merchant or lower classes who were promoted for merit.

Why don’t high ranking military officers carry a gun in movies?

Movies are movies and real life is real life.Most high ranking officers in the Army and Marines led an infantry platoon at one point in the career and as such they very likely might have used their rifles in combat.   Even in a real life a lot more pictures of high ranking officers are taken in areas of relative safety than near the frontlines.  High ranking (and by high ranking I mean at least an o-5 if not a full Colonel) officer don't tend to be at the front lines anymore because their role is not to engage the enemy personally or even direct the fire of those engaging the enemy personally there role is to plan operations and direct entire units on the battlefield.  Still many higher ranking officers who are at the frontlines are going to be armed and potentially with a rifle. Hal Moore was famous for leading from the front though his unit was encircled at Ia Drang so this might have been out of necessity.  Still his primary function was to organize, motivate and lead his troops rather than engage in rifle fire.  That's hal moore at ia drang and he's got a fixed bayonet which gives an indication of how close the enemy was.Some might reasonably argue that a colonel firing his rifle unless under immediate close proximity threat was a dereliction of duty since the troops in large unit confrontation need leadership more than one additional rifle.  In any event a lot of pictures of generals are simply not taken in anything even remotely resembling a combat location. A commanding officer inspecting troops needs his hands free in order to inspect, so there's certainly a lot of times where carrying a long gun make no sense for high ranking officers.google a famous general like wesley clark or norman schwartzkopf and you're far more likely to find pictures of them in front of a podium than in front of enemy troops.  It's the nature of the job. It's hard to find a picture of Schwarzkopf with a sidearm forget about a rifle.interestingly he's wearing two watches and appears to be a lefty.

Can someone join a police department with a rank higher than officer due to military service and college education?

Sadly yes, in some circumstances. People are elected to the Sheriff’s position or appointed as Chief and are able to take transfers at a lower level position or hire someone directly into a position such as that, but 99% have to earn their rank the old fashioned way. Start at the academy, go through the field training officer program, ride with a seasoned officer and then set free to learn the job on their own. A well rounded officer works the streets for at least 5 years before he is realistically promoted to Sergeant. Yes, sometimes this happens faster, I believe 3 years will qualify you but you will not be an effective, nor respected Sergeant without first paying your own dues. Military and college does not compensate for being a beat cop for several years. There is no other job like it in the world and it must be experienced for a number of years to become a seasoned officer ready for promotion to detective or a patrol Sergeant, Without the foundation of enforcing the law on the streets for a number of years, your tool bag will not be filled completely with the adequaate tools to guide others and have others follow you. We have had plenty of college graduates that made fine officers and almost half had prior military, some even combat experience and they will all tell you the same.
