I live in the UK. I have an american friend in the military who is based in the UK just now with a APO address which effectively is an american address. I use it to buy on US ebay when the international shipping is too much. I have to use his ebay account though but i pay with my paypal account. My paypal account is not linked to his ebay account. You choose the address for despatch in ebay it seems. Originally i thought he would have to pay with his paypal account and i would transfer money back to him via paypal and cover the small fees but turns out i could directly use my paypal. As a side note my paypal address is verified, dunno if that matters. What you can do to test this is to set up a dummy auction for like 1cent on the site you want to buy from. Use an ebay account which has the despatch details you want to use and then pay with your paypal account and see if it works.
