So I decided to see whats going on and I continued to pet her near her butt, and touched her tail, and her tail was kinda having a small seizure, (shaking) while her hind legs were kicking. I then checked her pee part and i saw slimey white gooey stuff coming out? what is this? why is she doing this? thorough answers please?!

I've always heard that cats have a patch of nerves at the base of their tails that feel good when you scratch it. It's like a tickle spot, you can't tickle yourself and it feels better when someone else tickles you. My cats do it all the time.

The technical term is estrus. The colloquial phrases "in heat" (or "on heat" in some countries) are pretty old . And even back in the middle ages "hot" had an alternative meaning of "lustful" . so "in heat" or "on heat" to mean an animal in their time of sexual receptivity, probably came from that.

Why don't you get her spayed? It's not that it is probably painful but sure does not seem like they are comfortable. and spaying can eliminate the risk of uterus infections & some kinds of cancers. not to mention pregnancy which has risks of its own -- there have been lots of questions on here w/ cats having complications in birth & sometimes it costs over $1500 just to try to save her.
Plus there are already lots of domestic kittens being killed at pounds every week and many others abandoned.

There are low cost spay neuter clinics in many places now. If you are in the US, the ASPCA site has a database where you can search them. Or search for low cost spay & your town or county or state.

One of my all time favorite questions on this site. We see it at least once a year and it makes me smile every single time. The behavior harks back to the cats' kitten days when they couldn't pee or poo unless their mother stimulated those actions by licking their urogenital area. Most cat behaviors are kittenish since, once we spay or neuter them, they are in effect perpetual kittens. It still makes me laugh when my 6 year old female tries to push her butt in my face or raises her hindquarters while I'm petting her but since she's adopted me as her mother, her behavior makes sense to her.
