Is it true that using permanent marker under 18 years is illegal in the USA?
Indeed, US law does require that all permanent markers to be sold or used in the United States must first be aged not less than 18 years in a climate-controlled facility, preferably in a sealed container lined with HDPE and filled with argon gas to a pressure of 900 millibars.No, seriously, I'm totally joking there. There's no law whatsoever on who may or may not use a permanent marker (except for the curious Oklahoma City ordinance that Matthew Daneman mentions in his answer, which you will note applies to all persons of any age, not merely to minors but see update below). There are certainly laws that pertain to how you use permanent markers, but (in general) possessing them is unrestricted in law. Otherwise all the 4th or 5th graders at my local school would be in trouble, as "Black Sharpie Permanent Marker" is on the school supply list supply list for 4th and 5th graders, and we're required to send these supplies in with our children on the first day of classes.First update: Oklahoma City Ordinance 35-202 can be found here: Municode Library. Note that 35-201 prohibits minors from possessing such markers on public property unless accompanied by a parent, guardian, teacher, or other adult, and so there really are places where minors can't legally possess a permanent marker. Go figure. I bet if you dig around you'll find other municipalities that have made possession of a marker to be presumptive evidence of intent to commit vandalism, either in statute or in case law, but I'll leave doing that research to someone who has Lexis-Nexis access. Is it true that the dog catchers kill the dogs when they get them?
They do not kill them when they get them. They usually hold them for a certain number of days to see if they can find the owner. I believe they can keep them and try to adopt them out for 30 days if they have the room to keep them. They are 'put to sleep' when their time/or space runs out.
