Why is the president called "Commander in Chief" and NOT "Commander AND Chief" ?

Commander-in-chief basically means "Supreme Commander" or "The guy who is in charge of everybody else". It's a title for the highest authority in a nation's military; in the US, that is the president.

The Congress gives their support to the Military by giving the taxpayers $ to fund the military and the equipment they need. They, the congress, do not dictate the moves and decisions.

The President is the Commander in Chief of the military and his Secretary of Defense is part of his cabinet.

Except for 3 or 4 replies, you all got it right, pretty much. While correct that the term is in reference to the armed forces, a perfect answer would make explicit the corollary: the Commander in Chief is NOT the commander of the civilian population of this country.

Nothing offends this military brat more than people who refer to the President as "my" commander in chief, with the implication of owing fealty to him.
