It is normal for an un-neutered male dog once he reaches the breeding age to masturbate. He is an adult and his hormones are flowing. It's instinct kicking in and giving him a strong drive to mate, and since there are no females around (I assume) he's having to take it out on what-ever is available. Having him neutered will stop this by getting rid of the hormone-producers. There is a slightly greater health risk for adult dogs when doing the surgery, but the health benefits of having it done are far greater. Plus, he won't be "humpy" anymore. Just be aware that the lack of hormones can make him lazy and cause weight-gain. So, you may have to take him on a few more walks.
