How can I play a Wii game for PAL on a NTSC (US) console?
Short answer: You can't.You'll need to softmod your Wii with Homebrew. NSTC and PAL are incompatible because of how the technologies work. NSTC being 30fps and 525 scans, and PAL being 25 FPS and 625 scans. So normally, an NSTC machine cannot read a PAL disk, and vice-versa. Here's a tutorial on how to achieve it.

NTSC and PAL are different types of Standard Definition video formats for a TV. NTSC is primarily used in the US (480i) and PAL is used just about everywhere else, including Europe and Asia (576i I think). The TV must support the Standard Definition video format of both the PS3 and game. PAL PS3s won't play on an SD TV in America as they don't support the PAL video format. NTSC PS3s won't play on PAL TVs. If you hook up a PS3 to an HDTV, however, then the PS3 will work ANYWHERE in the world as HD is a worldwide accepted format and does not differ from country to country. So a PAL PS3 hooked up to an American HDTV via the HDMI will display the video without problems. This is why some consider the PS3 "region free" even though its not 100% true. Your PS3 won't play your NTSC PS1 game because PS1 games are region locked to NTSC only use. Same goes for NTSC PS2 games. They can only be used with NTSC PS3 consoles if the PS3 supports them, regardless of TV type. Same goes for PAL games on NTSC consoles. NTSC PS1 games can be played on a PAL PS1 or PS2 console if you get a mod chip installed on either console. You cannot add a mod chip to the PS3. Converters only affect the TV and device. Using a PAL PS3 on a SD American NTSC set, you'd need a converter to get the video from the PS3. American NTSC PS1 game still wouldn't play on the PAL console, but your PAL games will play.

If you have a original ps2 in NTSC which is not the region for India (PAL) for us and use original pal discs no it will not work like a ps3 as the games are region locked.There are two ways depending on how old your console is.If its the older gold/silver console (highly unlikely) you must use something known as swap disc (please Google for that) involves swapping a disc at run time through softmods.If its the newer black slim ps2 (most probably is) you must install something known as the mod chip, install by any expert personnel in this, commonly used is the matrix mod chip, different versions are available.Obviously both are not legal , but has no more support either so you are on your own on this. After modding (method 2) ps2 will read any disc of any region ,downloaded hombrew games burned onto custom discs and even from USB (much slower USB 1.1) so no use.Of course cheapest way is to buy the same region disc as that of ps2. It depends on the game. Most will work, but some won't. The NTSC game would have to have the PAL video encoded on the disc in order for it to work. The TV is not the issue here. If it was, then the console would have to be NTSC as well and that is obviously not the case (if the PS3 is a PAL console, its not gonna play the NTSC video on an NTSC game regardless of the TV capabilities). Most PS3 games do, in fact, have both PAL & NTSC on it, but there are some that don't. GT5 Prologue, GTA IV, and H.A.W.X. are just a few examples that only has one video format or the other. Being region free is irrelevant, as that does not fix the PAL & NTSC compatibility problem. Of course, if you are using HDMI connection, then all of this means nothing and all games are guaranteed to work, as High Definition does not make use of PAL & NTSC (720p, 1080i, & 1080p is the same all over the world).
