Which operating system will work better on an old PC, Windows 8 or 10? I usually use 10 no matter what because I have the best of luck with it, but a "tech" said Windows 10 was why it was running slow and "did me a favor" and put Windows 8 on it.
That totally depends on your hardware. If you have something like a 2009 Atom processor or older low powered chip, Windows 10 is not a good choice, because it lags way too much to be usable. I've tried it. Windows 8 works flawlessly on my Asus 1100PX with an atom n455. It's even better than Windows 7.The minimum requirements are virtually the same from Windows 7, as apparent from the other answers, but the current versions of Windows 10 (Anniversary Update and Creator's Update) are unusable. Windows 10 will get installed, but the performance is far from smooth. So, single core computers are not recommended. Core 2 Duo, Core 2 Quad and similar processors will work fine. And at least 2 GB ram is recommended. The only downside of going with Windows 8 on old computers instead of Windows 10 is the Windows store apps, which won't install if your monitor has a res less than 1024x768. But I don't think anyone uses those apps much anyways. And they're not that great as it is, so go with Windows 8.
Can a SCADA system work without PLC?
As your question specifically asks for SCADA without PLC/DCS, the answer is Yes. One can have a SCADA without PLC/DCS.I hope you have a general understanding of SCADA system, to refresh refer to link What is the difference between SCADA (Supervisery Control & Data Acquisition) system and DCS (Distributed Control System)?I have seen many small application that instead of using a server and PLC / DCS controller, they used a general purpose PC for completing a SCADA system. For example a Acoustic Pyrometer system that I know uses special cards for signal processing and the calculation and data interpretation is done in PC after transfer by RS232 cable. This system even has PC mounted I/O cards (specialized cards that can be mounted in PCI express slot) for signals exchange with other DCS or devices and the code runs on a PC.In another application the work of server was done by a PC and the data was obtained from analysers using a Analog to Digital (RS232) conversion and the display was done on a PC system. The benefit is that instead of using specialized hardware a more commonly used PC can be procured that is much cheaper and no logic is to be changed or recompiled due to change in make of the controller. Most of the starter project or small system have such architecture and are very common. I remember in by college days we were asked to make a logic for lift/elevator in script and link it to a general purpose HMI installed in PC. Even in PLC system some thing are programmed in script though they cannot be scaled to larger system. This is great for testing.I hope that I have answered your question for any queries do ask in the comments below.
Will a PC work if you format the whole PC and then install an OS from an external source(CD)?

What are the differences between the atp-pc system and the anaerobic glycolysis system?
The difference biochemically is related to the availability of oxygen. When there's enough oxygen the membrane bound coenzymes can transport electrons and cause the proton gradient causing a huge increase in ATP production. When there's not enough oxygen, the membrane bound coenzymes cannot oxidize NADH and FADH2 so there's no proton gradient. the substrate precursors like oxaloacetate and acetyl coA get used differently and pyruvate is reduced to lactic acid by lactate dehydrogenase. The difference in ATP production is 34 extra molecules of ATP.
How can I work on 3 different operating systems using one PC?
There are two options, you can work on any number of operating systems either concurrently, i.e. in the same session, or just one at a time. One at a time is called a multi boot PC, you choose which OS you want at boot time. The advantage is the OS you booted to will have the full resource of the PC.Concurrently is called virtualization, in this case you’re running one “host” OS and a virtualization program runs the other OS’s which are called “guests”. The drawback is the guest will not be able to get the full resources of the computer, so if you need to do serious work in virtualization you need a strong machine with sufficient RAM and cores for two or more OS’s to have enough resources at the same time. There are many specific uses for virtualization, one of these is security related. For example you can do highly secure work in a virtualized OS, making sure it’s never connected to the internet, this way it’s impossible for hackers or malware to ever access it.Each OS needs about 50–100 Gb of space to function without issues, so if you have a 256 Gb SSD, you can easily install two or three OS’s on that and each will have the benefits of being on an SSD.
