Google Input Tool is a third-party add-in app. So there is no any guarantee it will work on Windows and its browser. However, there is an option you can try to enable Hindi typing. How does one type the Not Equal To (≠) symbol in windows?

To enter non-keyboard characters, you first need to know their Unicode values.

An easy way to find the Unicode value of ≠ is to paste the character into the Query Box at http://www.fileformat.info/info/unicode/... and then mouse-press the “Search” button. You can also type in the name “not equals” or either the hexadecimal or decimal Unicode code for the character if you know either.

If you get more than one answer, select the one that seems best. That will provide this information page: http://www.fileformat.info/info/unicode/... .

Among other information provided are the character’s hexadecimal value (2660) and the decimal value (8800). These can be used to build the HTML hexadecimal entity and the HTML decimal entity. This particular character also has an HTML named entity: & n e ; (without the spaces). If you type any of these entities into many forums, including this one, the entity will convert into the character itself when you preview or post your entry.

The information page also gives a method to use to type the character under Microsoft Windows, but that is a non-standard method to be used in the author’s non-standard utility. If you don't want to mess with your registry, you can download and install the free utility “Quick Unicode Input Tool” which allows either decimal or hexadecimal input for any Unicode character from 0 to FFFF (hexadecimal) or 65535 (decimal). The only drawback I find with this utility is that it blocks out the normal Alt key method which people use to get characters from their DOS character set. But since all these characters also have a Unicode number, that is not of great importance.

You can also edit your keyboard to assign a keystroke to ≠ or to any other character. Download and install the free Microsoft Keyboard Layout Creator from http://msdn.microsoft.com/en-us/goglobal/bb964665.aspx and learn how to use it.
