YES THE CAN, if you're willing to mod your system a bit The US & Japanese N64 are practically the same system as both countries run on the NTSC analog standard, the only difference between NTSC-U & NTSC-J is a slight difference in the black value... but a little tweak in the contrast / brightness can fix that. HOWEVER, Nintendo went "Low Tech" with the console's regional lock... going with a physical lock instead of a software lock. This means that US cartridges are shaped slightly different than the Japanese ones, which prevents US games from being placed in the Japanese system & vice versa. Just be aware that this only works between the US & Japan. This won't work between US/Japan & Europe because European systems run on the PAL analog standard, which isn't compatible.
