What does "I might take you up on that" mean in reply to an offer of a service?

I offered someone a service, and they said "I'll might take you up on that", What does that mean?
For example-

Me- If you build that doghouse, I'll be glad to offer you some help
Person- "Might take you up on that ".

Would you accept a counter offer?

It truly depends first on the reasons you decided to leave. If you felt that your original situation was bad enough that you found another job, chances are things won't change. But that is not always true. Two years ago I did the same with my company. I had a list of 6 things that I did not like about my job. I found a new job that offered me more money. When I approached my boss to put in my notice, he asked to talk about it. I laid out my 6 reasons on the table and told him I had another offer. I ended up with a raise that was twice as high as what I would have gotten in the other position. And all 6 items were addressed and fixed. But my boss is the kind of person who really cares about meeting expectations and making sure everyone is happy. So he periodically checks in to make sure he is holding to his promises.

So I would advise making a chart to compare the two jobs. Write out the things about your current job that you were originally upset with. Be sure to include the potential for growth and future in each company. You will know which one is a better deal

My car was struck on the front side by a reckless driver and requires a new bumper and fender. The other driver's insurance company accepted fault and sent their own appraiser who appraised the damages at just $1,200 which seems really low.

Go over your finances and determine if you can sustain your current lifestyle until the (advancement) comes your way. Or, determine if you are willing to reduce your standard of living for a while. If either of the two are doable for you, congratulations! Not many people these days are doing what they love.

Which job offer should I accept: an offer from small company with more salary or an MNC with lower salary?

I agree with Nithyanandam Venu and adding some more points to his answer. 1) There is the possibility that in return for your hard work you’ll be offered something really valuable, like stocks in the company or opportunity to become some sort of high-level executive.2) Small companies will usually have excellent work culture and they are more flexible in terms of timing, leaves etc.3) You will get more responsibilities like project handling ,customer interaction etc which is going to help you grow as a professional at an amazing speed. 4) You will learn a lot of outstanding things from the people in the company ,which is priceless5) You will be tested to your limit but you will get recognition for your work and people will listen to your ideas6) You can make new connections and it will help you a lot for your future endeavors.

Would you take an offer from a venture capital firm that did not offer health insurance?

I agree with Gareth, it's really up to you. It sounds strange to me that a VC firm would not offer health insurance, but I suppose that may make sense for a particularly small firm. If you like everything else about the firm and you're getting paid well enough to cover your own health insurance then I don't see why it should be a show stopper.
