I bought a domain and web hosting package . I got the emails "confirmation of order" and "your domain is active". Now, a few days later I can't access my small business account and the site is inactive. When I try to log into web hosting and email them, it states I'm not a Yahoo! small business customer. Support by email and telephone is only offered to customers. I checked my credit card and funds from the card have been withdrawn. I have already ruled out signing in under the wrong id. I am using the correct one. I am greatly disturbed by this as I have no way to contact them.

Because they have (had) a service called Yahoo Web Hosting.More specifically, Yahoo Small Business. It has since been spun off in to Aabaco Web Hosting or something similar.The Web Hosting division was built off of GeoCities after Yahoo bought them over a decade ago.
Does Yahoo provide any customer service for advertising sales?
Yes. I'm working in an Advertising agency and Yahoo is one of our partner. Their client support is really good, i would say better than Google. Very responsive, i can just add them on Yahoo Messenger and send them instant messages. Most of the time they respond immediately.I'm not sure whether they have support for individual advertisers though.
