Are There Any Prepaid Phones That Allow You To Tether Your Laptop Or That Offer Internet Service

What is the best international cell phone plan for an American working in Britain for some time on and off? I don't want to give up my US number, but I also want a UK number and want to hold onto it when I am back in the states.

Port your US number to a US provider that has low-cost plans and wi-fi call routing. T-Mobile does for sure but I don't want to advertise for them. Between a $3 per month maintenance account and their unlimited plans with international roaming there is something that fits your budget. I added wi-fi routing because it removes international roaming from being a big cost hit.I keep a USA SIM from T-mobile in a burner phone within the USA and easily swap it to a dual SIM phone outside the USA. They have a $3 account with an allowance of 30 minutes/30 texts/30mb data. I've also got a Google Voice number in the US pointing to that SIM. The Google Voice number lets me have unlimited VOIP and texts to/from the US over wifi. In the US, I can temporarily upgrade the t-mobile account for more realistic use.Get a dual SIM phone in the UK. Put the T-mobile SIM in the second slot.In both countries you could also use Skype and purchase both or either US and UK phone numbers. I've found Google Voice to be more flexible about how it uses and forwards the “real” phone number. Skype is more flexible in being a VOIP only solution that doesn't require a real phone number. It's easier to manage a single number as well. Skype costs more. YMMV.EDIT: I just wrote that and realized I reversed your problem. You want to keep a UK number in the USA. The advice is still valid. Get a UK phone number in Google Voice, and find a UK cell company with wifi routing that lets you put their SIM into a “maintenance” state.

Are there any prepaid phones that allow you to tether your laptop?

The best all inclusive plan (including PC tethering) seemed to be Straight Talk (a Tracfone company). The phones that tether are $200.00 + $45.00/month unlimited everything, and compared to Verizon contract unlimited the break even time is under six-months. That's the good part.
Straight Talk customer service is in the Philippines and I had connection problems as well as constant mis-communication. After four days, 11 calls and still no phone I returned everything to Walmart for a full refund.
Boost Mobile says that their plan will not allow PC tethering, and they are a Sprint company, which I've had poor service with in the past. Their review ratings over several websites has them in the #2 position.
By the same review sites Net10 beats out Boost by a few tenths. Check this blog about tethering (http://rollingbed.com/cell-phone/net10s-first-almost-smartphone-net10-lg-900g).

Can i use the internet without a router?

I have a modem but my router is configured already to work somewhere else far away from home (gave my router to my friend in rural area). If I can, can you give instructions? I don't want to piggyback on someone else's internet besides it being rude, I wouldn't want anyone to piggyback on me in case I do sign up with an ISP. I just don't want the one year service because I will be staying in the area for only 3 months for now. Thanks for any help.

How to get internet on my mobile through laptop and no wifi?

Unfortunately, there is no practical/legal way to do so.
It is possible, but a huge hassle.
It would require extensive knowledge of signals and communication systems,
in addition to experience with surface to mount soldering and electronic design.
