Is Mount Weather Emergency Operations Center capable of protecting the President in the event of a nuclear war?

The ideal location for the POTUS during a nuclear exchange is airborne aboard Air Force One. Mount Weather and its sister site, the Raven Rock Mountain Complex in Pa/Md are sites for members of Congress as well as others in the line of succession to be relocated during a time of crisis.Of the two,Raven Rock is likely more survivable and is reportedly where VP Cheney was taken on 9/11

The White House: Is the bunker really called the PEOC -- Presidential Emergency Operations Center? Is it really under the East Wing?

Yes.  That is correct.  All information points to that being the truth.White House Tunnel System and Underground Command CenterPresident's Emergency Operations CenterI have to be honest, this is probably fairly accurate, if you asked me.  The fact is, hundreds of men and women have been parading in and out of the Mansion (and hundreds more on this tunnel project).  I tend to fall back on odds:  if it were something so incredibly secret, it would have leaked by now.  Whenever people like me ask questions about it, they get, "It's an extension and upgrade to the bunker. It doesn't get any simpler than that.  The rest of the stuff is restricted."When everybody acts all "hum-ho" about it and then the White House publishes what it's about, then it's probably pretty close to the truth.  I expect there to be other things down below the Mansion that we aren't told, but this seems to fit.

What Emergency Management Plan do you exercise?

Emergency management plans come in many different forms and types--and there are several different ways to test or exercise these plans. For example, a company might have an OSHA-required emergency action plan (EAP) for each of its offices, a business continuity plan for its operations, and a data center recovery plan for back-up its data. An individual might create a plan for his/her family that includes evacuation locations, financial/insurance information, and a list of prescription medications used in the household.Potentially, each of the aforementioned plans may be tested or exercised in a  different way. An EAP could be exercised using a fire drill, the business continuity plan could be tested through the use of a tabletop exercise (TTX), and a data center recovery plan might undergo no-warning tests to simulate real emergency conditions. In order to standardize the methodologies for emergency exercises, the US  Department of Homeland Security (DHS) developed the Homeland Security Exercise and Evaluation Program (HSEEP). HSEEP divides exercises into discussion-based exercises and operations-based exercises.Seminars, workshops, tabletop exercises, and games are all considered discussion-based and are usually less complex than operations-based exercises. Operations-based exercises include drills, functional exercises (usually of leadership, operations center personnel, or other responders), and finally, the most complex and most capabilities-driven exercise: the full-scale exercise (FSE). FSE are exercises using many participants to recreate the stress, damages, sights and sounds of an actual emergency. Returning to your question about "which emergency management plan do you exercise?", the answer is simply "all of them". Every agency, family, company, and organization ought to have at least one plan. And that plan is not useful unless those responsible for activating and executing the actions within the plan are trained and have practiced performing their duties.

It’s known, with a fair degree of certainty, that it’s located under the East Wing. Eyewitnesses from staff evacuated during 9/11 have stated that it’s a large space, with a conferencing area on one side and desks and a lounge on another. It’s known that the large conference table has drawers for both secure and nonsecure telephones.The White House recently released a Flickr album of images taken during 9/11, many of which were taken in the PEOC. in a lot of nations late teenagers are part of 'emergencyrescue teams' - mostly the training goes side by side along with 'compulsory military training' programs.

A big aspect of disaster management is prepardness.
the preparedness phase emergency managers develops plans of action for when the disaster strikes. Common preparedness measures include the proper maintenance and training of emergency services, the development and exercise of emergency population warning methods combined with emergency shelters and evacuation plans, the stockpiling of supplies and equipment, the development and practice of multi-agency coordination etc. An efficient preparedness measure is an emergency operations center (EOC) combined with a practiced region-wide doctrine for managing emergencies. The purpose of the EOC is to coordinate the activities in the subsequent emergency response phase. Physically, the EOC may only be a couple of cabinets in a conference room combined with a significant group of professionals. The EOC have reliable external communications including access to civil and amateur radio networks.

As you can understand - all this can be a 10th standard project material - making sure that students can have a big role in the management.

I would like to negate student community from search and rescue since that is a highly specialised job and should be left to professionals.(say firefigters, paramilitaries etc...)
