What is the difference between a ballot measure and a ballot proposition?
The right reserved to the people to approve or reject an act of the legislature, or the right of the people to approve or reject legislation that has been referred to them by the legislature. The referendum power is created by state constitutions and is conferred on the citizens of a state or a local subdivision of the state. Referendum provides the people with a means of expressing their opinion on proposed legislation before it becomes operative as a law. The power of referendum does not permit the people to invalidate a law that is already operative but suspends or annuls a law that has not yet gone into effect. In this sense, referendum is similar to a governor's Veto power. Is commercial gill netting for fish on rivers a good or bad thing (a ballot issue)?
A local ballot measure wants to ban gill netting for oregon fisherman on the Columbia river. This seems mostly in regards to salmon and sturgeon. From what I read, I don't like the idea of gill netting but there are families, etc. that have done this for a long time and and if voted down it could cost these families their business, could cost jobs, etc. Sport fisherman would not be affected. What is unfair is washington state is on the other side of the river and gill netting there is ok. I don't like the idea of gill netting---it seems too indiscriminate or someething like that. Please help. Thanks!

You seem to have the right idea. Measure the inside dimensions of an individual cell as accurately as possible, then time how long it takes an individual chloroplast to make one circuit. I would do this several times and take an average.... Controlling temperatre would be a hard part, because microscope lamps tend to warm the slide. You'd hve to use a mirror rather than an electric substage light source.
