I would suggest you do some research on belly button piercing first.

Gather information on the pros and cons of the procedure and the post-care. Then determine how you can overcome the cons of the procedure.

I would then make an "appointment" with both your parents at the same time. Please ask them to let you talk first before they say anything. Make it clear that you're a bit nervous about talking to them, but that you're trying to show some maturity in your decisions. It's a part of growing up.

Then present your pros and cons. Provide them with the information you've researched. I STRONGLY suggest you let your parents know you're trying to make informed decisions and that is why you're providing them with information you've researched.

IMO...the body piercing is easier to let the hole grow back if you don't want to emphasize you have one when you get older than if you get a tattoo.

I think it may be because they think you are young, and I know how it feels, I'm 17. I remember being 10, 13, 16 and thinking I was old enough for this or that. I have always wanted a tattoo, but the older I get the more I think my past decisions of tattoos was weird, and tattoos are there for a long time. I still like tattoos and certain piercings butI try to make wise choices. So all I'm saying is that try ti see it from your parents perspective, to them you are young, even to me 13 seems young to get a bell ring. But I still know if I were 13 today, I would probably think I was grown up enough to decide for myself. There area lot of negative traits some people associate with the belly button ring like vulgar or indecent behaviour.
So if in a few more years, if you still have the desire to get a belly button ring and you are old enough to consent to it, then you can get one. For now, just think about the actual reason you want to get one, is it to show off? Or because you like it because it looks pretty? Do you want it as some sort of statement piece? Is the reason you want to get it now, really that important? In 5, 10, 20 years, how will you feel about it?
