Google Adsense Account Disabled?

I just got notice that my account was disabled because of fraudulent clicking, although I didn't do this I understand why it was done and I am in the process of appealing. My question is what I should do if this does not work out. I know that if your account is disabled you can't get another one. What I'm wondering is if this just means I can no longer create an account using the same email, or if an account can not be made that is associated with the site I had Ads on. Would I be able to create a new google account with a different email and then change the email associated with my youtube account to the one associated with the new google account, that way I could get adsense on my youtube again without having to create a whole new channel, or can I never get adsense on this youtube channel again.

How to recover deleted gmail/google+ account?

Sometime last month, I had stopped checking my Gmail account because I had too much work to catch up on. During that time, my younger brother was messing around with my computer and he deleted my entire GOOGLE+ account by "accident." But he never told me about this until I found out when my work was done. By that time, I was really mad at him and I had really wanted to recover that Google+ account because it held many important documents that I needed for school, and it was the recovery Gmail for many of my alt. Gmail accounts.
I had tried the password-assistance page like it had told me to, but there was a message that said: This account was deleted and is no longer recoverable. I clicked on the question mark and it had told me that the address can't be reused and can not be recovered by the Google support team.
I've been freaking out for the past 2 weeks because I REALLY need that account back. I've tried contacting Google via phone, but there was just a automatic recorded message. I've tried the Google Help forums, but that was no help either. Google+ doesn't show any emails to contact them with either. I'm even considering going to a Google Headquarter.
The forums had said that Google still had the Gmail address in its servers, it's just not available for new users/hackers. They said that I can't even get the address back because there's no way I can verify that I'm the owner (even though I had said that I can provide the date that the account was created, the estimated time the account was deleted, the security answer, recovery Gmail, and the phone #).
I'm glad that they have such a strong security but that account was very important to me (bills and important subscriptions). The forum's TC had said that if I really needed it back, I'd need a COURT ORDER (I don't want to bring this entire thing to court though!)
I'm wondering if there's just any other way to get the account back. Please help... any information about how to contact Google, or something like that. If there's a payment option, that'd be fine too. I just NEED that account back. Please help!

How can i get back my disabled adsense account back?

Firstly you normally get one chance to appeal but don't do it until you have worked out what has happened and how you can stop it in the future. Too many people seem to put in appear like "I don't know what happened", "It wasn't my fault". So work out what has happened, use your site stats, logs, analytics, whatever information you can. Ban any suspicious IP addresses, get rid of anything on you site which may beach AdSense Terms or Copyright etc. (including copied / duplicate content).

If you have trouble working out what has happened, make use of the Adsense forum.

If after all of that your appeal isn't allowed don't bother trying to open a second one. They just close it down as soon as they work out its you and again they will take away any earnings.Other Ad systems may pay less but at least you stand a chance of getting it (although it is still good to work out the issues with your site before you use any ad system).

The only situation this advise wont work in is if you were using AdSense on YouTube... quite frankly in that case you're scr****. That has not been though through by Google at all, you have no logs to look at, not stats, no way of blocking IPs.... basically they don't provide the tools you need to protect your account.
