That is Prop Hunt. It's not a standalone game, but rather a multiplayer game mode for Garry's Mod (which requires some files from Counter-Strike Source to play properly). You can also find it in some other games as a custom game mode, such as Team Fortress 2.

Simply put it: Its in the name, Garry’s Mod is hardly a game (by standards of other games), It’s the inclusion of all the mods that are available which make it what it is, These mods can be appropriate for children (for example prop hunt) all the way to drug mods or isis mods etc, Garry’s mod is not responsible for these mods, and therefor Garry’s mod is legally appropriate for children.It might have guns and bombs included, but that alone is not enough to warrant an age rating .
