For many reasons:To get that country to buy stuff from them. Many times foreign aid requires the receiving nation to use the funds to buy stuff from the donor nation. This is very handy in helping your own nation. But can result in market distortions in the receiving country because suddenly the local market for this item is overwhelmed.Develop the nation so that there is more trade - or they can buy our stuff. The Marshal plan gave aid to the Europeans to rebuild their economies after WW2. By doing so they could buy US goods and services again and thus help the USA. In addition it helped fight communism. Keep them in our interest block. North Korea played of it's Russian and Chinese neighbours for years in order to get vital materials for it;s economy. The Russians and Chinese knew this was going on but it did not stop until around 1990 when the Russians were broke and told the Koreans they had to pay market rates for supplies. This was followed by a major crash in the North Korean economy leading to the famine. Because of human life. Countries are human. Seeing large numbers die of starvation or Aids is hard to stomach so for reasons of morality countries do this. It also does not hurt local politics in that nation.Build up relationships with that nation. Why bite the hand that feeds you. Aid means your nation is dependant on the other. This means that you will try and keep them happy. North Korea struggles to get aid because donors have gotten tired of the tricks they play, but China gives aid with few conditions and thus gives it a leaver in Korean politics - if you don't behave we will kill of the economy.A further example is Israel. Israel always votes for the Cuban sanctions, along with one other nation and the USA. Why? Israel gets lots of aid from the USA and thus this is a cheap way of keeping the USA happy. People have long memories. If you treat a nation well you gain a lot of good will which can be useful in the future even if the old government is out of power. For example Turkey sent troops in the Korean war. Thus this has meant that Koreans have a fondness for the Turks. What do Koreans Think About Turkey?TLDR: There is more to giving aid than giving aid. It also helps cement a political relationship, and gives control to the donor state.

India has refused monetary aid from foreign countries because of a policy set by the UPA Government in 2004 under the then Prime Minister Manmohan Singh.As of writing this answer, the current Government has decided to politely decline the foreign aid offered by the UAE, Qatar, Dubai, and Maldives. Currently, Kerala has seen large amounts of destruction, with the death toll reaching 220 and more than 10 lakh people uprooted and displaced from their homes. The estimated monetary damage has crossed nearly Rs. 21,000 crore (or 3 billion dollars). In spite of this, the Centre has stuck to the policy set in place by the previous UPA Government after the Indian Ocean Tsunami disaster of 2004. There are already 10,000+ laws, more than even the police know about. Every day, every citizen breaks some sort of law without knowing it.

Saying that, not only should we never sign a treaty, but we should get rid of about 9,900 of the laws already on the books.

I know Mexico receives foreign aid from us but does its government in turn help others, especially those countries of other continents? Does it accept refugees from war-torn areas of Africa or disaster-affected areas of the Far East? Are there humanitarian organizations there that help world hunger, disease, environmental causes, etc.?

Although hate somewhat implies irrationality and I'd prefer the term dislike the answer is yes.

The most important reason is America's unreasonable support for Israel. The US gives them millions of foreign aid and on top of that free arms. When innocent Palestinians get bombed by Israeli fighter jets (because they live next to where the jihadis decide to hide for example) they see American planes. They might have Israeli pilots but for every Palestinian it are Americans punishing them once again. When Israel violates International law the US can be counted on to veto any action to stop the suffering in the security council.
I believe that's the biggest source of resentment against the US. Others include the meddeling in other countries, refusal to follow and respect International law while claiming the title "leader of the free world"

Middle class emerged, and traditional medieval agricultural economical system based on manor collapsed. Italian cities were the prime banking centers of Europe, and Venice, Genoa and Napoli were among the leading trading partners of known world. However, Italy lacked a political unification; therefore, competitiveness among large cities stimulated the Italian civilization.
Once France overcame the destruction caused by 100 Year War and was able to unify the state politically, it became again a dominant power in Europe. Italy with its city-state system seemed to be easy pick for mighty French Army and wealth of the large cities was attractive. French intervention put into motion destructive forces that showed weakness of the political disunity of the Italian peninsula. Italian cities became dominated by foreign powers with exception of Venice. However, French intervention alone did not cause Italian economic problems that turned into depression of the 16th century. Mediterranean stopped to be the main trading basing, and economy shifted toward Atlantic. New naval powers had emerged with colonies that became the dominant force in Europe and world, leaving Italian cities like Venice behind.
