IANAL, but school zone speed limits usually only apply during a very specific time window - when students are picked up or dropped off.

You should definitely contest this on the basis that the school zone speed limit doesn't apply. However, be prepared with the regular speed limit. If you were going 36 in a 35 zone, then the ticket's still valid. Do not cite anything that you don't need in the contest - that may weaken your argument.

Normally when the lights are not flashing, the speed is whatever the roads posted speed limit is.
There are exceptions:
If the sign says "School Zone 15 MPH when flashing", then in most cities, it is only 15 MPH when the lights are on & the speed limit is the regular speed any other time.

If the sign says "School zone 15 MPH when children are present" then regardless of the time of day or night, if there are children present the speed limit is 15 MPH.

Where I live in WV, there are many school zones marked like this ....when children are present...... and even at 6PM, if there are any children on the school grounds, legally, all traffic is supposed to slow down to 15 MPH even though the lights may not be flashing. And I have seen a few WV State Troopers issue citations when people did not slow down to 15 when there was students on campus at 8 and 9 PM when a school activity was going on at the school.

Does the sign actually say "when flashing" or "when children are present"? If when flashing, you can contest the citation & ask for a legal reason why you were cited after school hours when the lights were off. If the latter & there were children on school grounds at the time you were issued your citation- you can still contest the citation, but it is highly unlikely if you'd win that one.

It appears from your statement of being cited for 41 in a 25, that the posted speed limit on that section of road is 25, not 35 and the school zone speed limit has nothing to do with your citation.

It would be a good idea to make a point of finding out from the relevant authorities as soon as possible because No-One is gonna be pleased “IF” you have a problem within a school zone that was caused by speed. Its just not the place to Get it Wrong and it is very Bad Publicity for you.A Police Officer once told me that “Ignorance of the Law is No excuse for Breaking it” and so as a Driver it is Your Responsibility to keep up with the requirements and Laws that govern how you operate your vehicle. Here in Australia the School Zone laws are State Laws and each state is different and each state chooses different displays of the speed requirements within the School Zone. I have heard that the reduced speed applies during Holidays as it says on the sign “When Children are Present” and there may be Children Present and playing in the school-grounds during the weekend.

I wouldn't have thought it should say "when flashing" if there are no lights... how can they flash if they're not there?I expect there was a speed limit sign though, and that might always be enforceable. Ours in NJ usually say "when children are present" indicating the intent to be for school opening and closing times, for instance.Just remember there's always a heightened danger of kids showing up around schools, often unexpectedly.The one incident I had regarding a child (with a happy outcome) was where I was on a narrow street with vans parked at the kerb. I slowed to under 15 mph because I was concerned a pedestrian could suddenly appear. And what do you know... a kid suddenly bolted out from between the vans and ran into my path. Thanks to my low speed I was able to stop within a car's length, and an instant *after* I came to a halt the kid fell onto the hood of my car!

If it's posted like a normal speed limit sign, then it applies 24/7/365.However, most school zones have a normal speed limit signs, plus extra signs 25 mph “when children present" signs on the streets nearby to the school.This is better than putting time limits on the 25 mph lower limit. It puts the responsibility correctly on the driver to be aware of children in the area, and adjust speed accordingly.
