Yes you can transfer the account from one account to the other. I did so two days ago. You have to contact supercell through the in game help and support fearure and explain why you are transferring your acoount. If they feel the reason is genuine enough they will ask some questions to make sure you are the true owner of the account followed by which they will give you instructions on how to do it. It took about a day to transfer from one account to the other.

Then it will give you a code that’s temporary so no one but you can use it. Then you open your new device and tap settings and say transfer and select new device. If you already have made an account somewhere else on any device there is an option in the setting menu with detailed info. to get your account connected to other new devices. Also, there is no way you can delete an account on Coc. Once you connect an account you can't undo. If you broke your phone or something else, you can still connect your old coc to new device by filling in the info in the setting menu. If you don't quite remember the info it is asking for contact clash of clans. There is a fb page where u can question them and tons of coc forums and threads.
