Yep, you are blocked. The other possibility is that the phone is set to reject calls after a certain hour. Either way, call restrictions means you are prevented from calling that number.

Blocking is possible but remember the cell phone is the least dependable device most of us have ever been exposed to. If you travel you understand there are spots on highways that have spotty or no service in addition the updates every few weeks cause all sorts of problems from loosing some data to not working for hours. Many people carry two or more phones in addition to a radio and pager. Sometimes these phones are from another carrier as they don’t all work with every cell tower. It is very frustrating to be standing at the base of a working cell tower and not be able to make a call.

Have had a verizon phone for over 4 years, last month I lost coverage in my home area. I can not make call, text message or e-mail now. I have a blackberry, verizon says a new tower was put up in my area they do not have data roaming agreement with them. So now I have 1 phone that is usless and 4 other phones that I cannot text message on. They will not cancel my contract on the 4 phones or refund my puchase. All phones are less than 8 months old. What does the "1x" network symbol mean on Verizon Wireless iPhones?

The answers below are right on. On the status bar of your phone you will see the symbol for “the bars”. As you travel you should see this change from 4G to 3G to 1X. This means as described in the other answers that your handset is providing the “best” data connection that it can find to deliver the Verizon services with 4G being the best and 1X the worst. 4G works on a lower frequency than either 3G or 1X so it is thought to be able to provide a more robust coverage for customers being able to penetrate buildings, etc. Keep an eye on these indicators as you travel around and you will see what I mean. The 1X indicator comes up more times than you would expect. The good news is that at least you have some data coverage on the mobile network.Each of the data services requires a unique base station and so as you would imagine the capital cost is huge to keep all three. Going to 4G was supposed to provide a path to remove the 3G and 1X infrastructures. Well not really. I live 1.5 mi from the cell site and cannot get 4G coverage in my house however I can get 3G. Interesting and they are talking about deploying 5G. I suggest that they get 4G working first.
