The Land Ordinance of 1785 was adopted on May 20, 1785 by the Congress formed by the Articles of Confederation. The Continental Congress was not able to tax citizens, so the immediate goal of the ordinance was to raise money through the sale of land in the largely unmapped territory west of the original colonies acquired from Britain at the end of the Revolutionary War.

This ordinance in fact laid the foundations of land policy in the United States of America until passage of the Homestead Act in 1862. The Land Ordinance established the basis for the Public Land Survey System. Land was to be systematically surveyed into six mile square townships. Each of these townships were sub-divided into thirty six sections of one square mile or 640 acres (2.6 km²). These sections could then be further subdivided for sale to settlers and land speculators.

Sections were numbered beginning with "1" in the southeastern corner. When "6" was reached at the northern border, the numbering continued at the southern boundary of the next column with "7" and so forth until section "36" in the northwestern corner was reached.

The ordinance was also significant for establishing a mechanism for funding public education. The sixteenth section in each township was reserved for the maintenance of public schools. The federal government also reserved sections 8, 11, 26 and 29 to compensate veterans of the Revolutionary War.

The economy boomed because of faster production rate and easier manufacturing, and social life changed drastically from making things at home to going to department stores. Agriculturally, economically, socially, and ideologically... The Industrial revolution has influenced the way ALL countries today have tried to succeed in becoming world powers.

Are the Articles of Confederation a success or a failure?

Both, but mostly a failure.

Strengths:
Under the Articles of Confederation they were able to fight the American Revolution which meant that they were able to raise, maintain, and utilize the Continental Army. Under the Articles, we were able to become allied with France, with whose help, the United States won the war and achieved independence. Independence itself can be viewed as another success of the Articles. The Paris Peace Treaty, negotiated under the Articles can also be viewed as a success because it recognized American Independence and set the border of the U.S. at the Mississippi River. Perhaps the biggest success of the Articles was the Great Land Ordinances. The Land Ordinance of 1785 provided for the systematic survey and sale of the land beyond borders of the original 13 states thus providing some income for the new nation as well as establishing federal support for a public education system. The Northwest Ordinance of 1787 provided the process whereby territories could become states, on an equal basis with all other states. It also forbade slavery in the Territory North of the Ohio River and put a "bill of rights" into effect which protected the settlers of territories from abuse of power.

Weaknesses:
1) Under the Articles there was only a unicameral legislature so that there was no separation of powers.
2) The central government under the Articles was too weak since the majority of the power rested with the states.
3) Congress, under the Articles, did not have the power to tax which meant that they could never put their finances in order.
4) In order to change or amend the Articles, unanimous approval of the states was required which essentially meant that changes to the Articles were impossible.
5) For any major laws to pass they had to be approved by 9 or the 13 states which proved difficult to do so that even the normal business of running a government was difficult.
6) Under the Articles, Congress did not have the power to regulate commerce which will cause competition between states as well as diplomatic issues.

The Articles of Confederation provided stability during the American Revolutionary War years. Most importantly, the experience of drafting and living under this initial document provided valuable lessons in self-governance and somewhat tempered fears about a powerful central government.
