How do you file for unemployment when you live in Illinois but work in Wisconsin?

My boyfriend and I live in Illinois, right near the border for Wisconsin. He just got laid off (he's been working there for about a year and a half) and we need to collect unemployment because we have jillions of bills. I was just wondering how we're supposed to file for unemployment. Do we go to the Illinois office, or the Wisconsin office?
Last time this happened, he had only been working in WI for like 3 months, and he was told to go to the Iowa office because that's where his previous job had been. Then they told us to go to the IL office because that's where he lives. THEN they told us to go to WI. So it was really confusing. Does anyone have any clue what we're supposed to do?

Can you draw unemployment if you live in employee housing and your wage is not enough to cover rent else where?

The housing is irrelevant. The question is whether or not the unemployment board will consider a voluntary leave or not. In most states, you can only collect unemployment if you were terminated for something other than cause (i.e., business was slow versus being terminated because you stole something). If you were terminated for cause or left on your own (which is sounds like), you will probably not qualify
