What if Stark designated Blackfish as commander of the City Watch of King's Landing?

That would be a game changer.In season one, Commander Janos Slynt was incharge of the City Watch. Ned had no reason to doubt him given that he never estimated such a situation where he would need loyalty of commander of the City watch.In order to remove Commander Slynt, he had to has a reason, though the Hand could do whatever he liked and Robert wouldn't even have noticed it but it would have raised alarm for the Lannisters.Lets assume Ned replaced Slynt with Blackfish and 2000 Men of the City Watch are now loyal to Ned. Also assume that Robert still get hurts by the pigIn such case, Ned need not discuss his plans with Littlefinger and Renly. Littlefinger does not stand a chance betraying Ned.Ned claims the throne for Stannis and let Cersie, Jamie and their kids escape to Essos. Ned could easily hold the city till Stannis arrives. Ned still serves as Hand of the King.Now, Tywin opposes this for his son and daughter, rebells against the throne and attacks Kings Landing. King Stannis has to appoint one of his paramounts to put the Lannister Rebell to an end but it would take more than that since the Rock is real difficult to take.Ned saves his hed.This makes real turns…North never rebells….No Red Wedding...Winterfell is never sacked…Bran never leaves winterfell. Bran never becomes Three Eyed Raven…No Boltens in Winterfell…No Reek…No battle of Basterds…No Jon KINGINTHENORTH thing…What the hell you just did Ned, I mean, putting Blackfish as the Lord Commander of the City Watch, you have ruined the entire plot…

Why did Tully men rebel against Blackfish now and not before when he told Freys to go on with their throat slitting of Edmure?

Edmure, while he had a knife to his throat, had given no direct command to his army men to lay down their weapons and surrender. The Army is supposed to pay heed to the command of their supreme leader. Blackfish was their interim heir of Riverrun, and was leading the Tully army. Their real lord was a prisoner with the Freys. Therefore the Army had to pay heed to Blackfish.While it is questionable whether the Tully Men would have listened to Edmure had he gurgled a command at knifepoint, it was still a matter of defending their territory from the Freys.Therefore an alternate explanation could be that they knew the Tully Army was at an advantage when it came to using weapons. It would have taken soldiers less than a second to drill arrows into the Frey men. had they sliced Edmure’s throat open. They knew the likelihood of the Freys pulling this off was extremely low, if not impossible. So they stuck to their stance.

So what happened to the Blackfish (Catelyn's uncle)? He didn't die at the Red Wedding. Where did he go after that? Or did I miss something?

Brynden Tully, the Blackfish, escaped the Red Wedding, hid out in the Riverlands, then mustered sufficient forces to retake Riverrun. When Jaime forces the surrender of Rivverun, the Blackfish escapes again. (In the show, he gets killed off camera.) In the books, he is working with the Lady Stoneheart led Brotherhood without Banners. The popular theory on-line, which I agree with FWIW, is that the Blackfish and the BwB are going to arrange for another wedding massacre, but this one will be of the Freys. Another theory reports that the Blackfish will successfully seize Jeyne Westerling Stark (Robb’s wife in the books) from the Lannisters.

What is the Blackfish controversy?

"Blackfish" is a documentary that chronicles the treatment of Orcas and dolphins in captivity.  SeaWorld is targeted as one of its Orcas "Tilikum",  has been responsible for 3 deaths while in captivity.   The movement that Blackfish has created is a call to change the breeding practices in captivity and end of the treatment of the Orcas living in tanks much smaller then they should be. My opinion is to invest an hour to watch the documentary, do your own research and form your own opinion.

Was Brynden "the Blackfish" Tully really named after Brynden "Lord Bloodraven" Rivers (as he suggested in ADWD), or is this just Bloodraven being vain?

As you can see, he says that people named their kids after him all the time. You have to understand, Bloodraven is a warrior, commander and strategist of Legendary stature. He was Hand to the King and The Lord Commander of the Night's Watch. Those are honors only a few people ever achieve in their lives. Most importantly, he was a Riverlander.When you look at them closely, it's like they're the same person!Bloodraven commanded a band of elite archers called the Raven’s Teeth. They fought at Redgrass Field. Blackfish also commands some elite archers whom Cat asks to shoot passing ravens.Bloodraven was a master tactician. So was Blackfish.Both were unmarried, though Bloodraven had a mistress.Both proved their worth in the Blackfyre Rebellions. Bloodraven defeated them in the first three and Blackfish in the last.As you can see, there's several things that are the same about them. It goes with GRRM’s theme of giving multiple characters the same name, like Robert (Baratheon, Stark, Arryn). Afterall people did that all the time in the olden days.
