No it's not required , playstation plus is only needed for playing games online . Other apps such as youtube , crunchy roll , Netflix etc. Only needs a PSN account & wifi or ethernet connection . Also some apps may require payment for their services (Netflix & playstation vue) and or other services like premium accounts (crunchyroll & Amazon video)

In the newest update(halloween update) you can create room very easily. And on the left side below map selection you can see a home shaped icon, now you just click on that icon then you will see a list of roomsand on the bottom right you can see two icons stated as ‘advanced room creation’ and ‘create room’ you can create room by clicking ‘advanced room creatation’ for advanced features and also ‘create room’ for a normal room but for room creation you need to have room cards and for a normal room you can get normal room card in your clan shop in exchange for clan points earnedIt is roughly 300 points and for advanced room creation you need to buy advanced room cards from shop in exchange for UCAnd then there you go you have your own room. Do what you want it’s your own room and you are the boss..
