Unfortunately no because it has no firmware on it and SONY refuses to release their operating system... They release most of it but on their PS3 drive they have a specific line of command that is only compatible with their stuff... SONY is controlling but they are also really good at what they do.

Yes, a 12GB PS3 can play all PS3 games just as well as any other PS3. 12GB isn't a lot of space though, if the games you're playing need to install data to the hard drive then you'll only have room to install a couple at a time. Even on my 60GB PS3 I have to delete things I don't play any more to make room for new games. :)
