When is it illegal to mess with someone's mail?

Recently there is a dog that keeps coming around my house. The friendliest dog I have ever met.
I have been leaving food outside and water for it. I have tried to tie her up outside a couple of times but she always manages to get loose. She will be gone for a couple of days at a time and come back for a day and then leave again.
On this particular day I tied her up to the wheel of my car not really thinking about it other than at least then she couldn't get wrapped up like other times when I've tied her to a pole.
Well I came home and she was gone.
The next day I came home and I had a note from animal control.
Apparently the day I came home and she was gone someone must have seen her tied to the car and tangled and they freaked out and took pictures and sent them to animal control.
I have handled the situation. I have bought her a dog house, got her up to date on her vaccines and all that.
What bothers me is the guy got my name from one of my bills laying on the porch.

Check that the alternate e-mail address/mobile phone number is still yours, under Options, Mail Options, Account Information, then change it! (so the hacker will not be notified of the change). Check the 'Reply To:' address as well ...
Then change both your password AND your secret questions and answers. Make them unique and long, strong ones with mixed characters! Go to "Update password-reset info" to change your Secret Questions and Answers ...
*** Changing your password also deletes the cookie which apparently inserts that sly trojan address grabber ... ***
If you used this password for other accounts, change them too - make every one different. Make the password much longer than 8 characters, with mixed symbols ...
Usually, this is all you need to do, although mail will still be sent in the name of the old account for a short while ...

Hi,For correction/change in name in PAN card,you have to follow the following procedure:1.Fill the PAN application for correction/change i.e form 49 which you will get it at any NSDL counter in your area or you can submitt it online too.2.My wife submitted this form on 15th May 2017 for change in name after marriage at KARVY NSDL centre in Koramangla with passport copy,marriage certificate and aadhar copy with Rs 107/- fee.She have filled the form by mentioning her current PAN in the form.3.They had issued a acknowledgement slip with acknowledgement number.She used to check the status of her PAN online at the following siteStatus Track search for PAN/TAN4.First the status came that ‘Your application is under process at NSDL’. My name in my Gmail Account is setup correctly in the settings but when I send out mail it shows someone elses name. How can I fix this?

The "Send mail as" area is not what you are assuming it is...  It is there to enable you to send from other email addresses you may own, not the one you are in. If that makes sense. Send mail from a different address or aliasIf others are seeing the wrong name when you send, I can think of only 2 possibilities.  1st, as Vishal Haria mentioned, you may be using some type of client.Second, you may need to edit your Google Account, here: Google Account Personal Info

Why isn't the U.S. Postal Service mail ever delivered in the morning? What time do carriers typically start?

I am what is called a City Carrier Assistant. This means I fill in for a carrier when s/he has a day off other than Sunday. Carriers in my office arrive at 7 am (or 6:45) then they do something called "casing" the mail. This means they put magazines and catalogs and other over size mail into a case which has all of the addresses on their route. They also organize the packages they are to deliver. This typically takes about an hour and half. The goal for all is to be out the door and on your route by 9 am. They spend 8 hours delivering your mail.This is a long-winded way of saying that some people do get their mail in the morning while others because of where they are on the route, get their mail in the afternoon - all the time.This can change if someone like me delivers your mail. If I have not done the route before, it will probably take me longer to deliver than your regular carrier. It can also change if there is no one to fill in for your carrier when they are absent. When this happens, everyone (if it's a small office) or a few others (in a large office) take swings off the route. This means they take part of your carrier's route in addition to their own 8 hour route. So that affects the time too.

What happens when you write the right address but the wrong zip code? Will the package still get delivered to the correct address?

I will likely get there— but that depends on what the receiving-office does. It COULD just be stamped “ No such street” and returned to sender… but it is more likely that someone will LOOK up the correct zip — and forward it to the proper office. It WILL— of course take a bit longer. I just had such a package on my own route— it was forwarded — after a day— to the correct town. I had attempted delivery on my own route— but after speaking with my customer— I figured it out.It had the wrong zip code AND town— ( there are duplicate street-names AND house numbers— in both towns)To make my point — the ZIP —is the most important part of ANY address. All the sorting from the point-of-origin to the end-point— all the trucks it goes on / the facilities it passes through/ how it’s sorted to the correct city/town/ how it’s sorted to the correct delivery office— is based exclusively on the ZIP. There is really no reason to get a zip wrong today— there are sites online— or you could call your local office — and have them look it up for you. A small effort on the senders part — makes all the difference
