What are the different pay scales and grade pay for government jobs in India and what do they mean?

In government jobs in India, there are standard pay scales for different rank. The Grade Pay concept introduced in the Sixth Pay Commission has now been dispensed with the new concept of Pay Matrix by the 7th Pay Commission (7pc).  Since the new pay scale is to be applicable from 1st January 2016, let me explain the features of these new pay scales.​There are 18 levels of Pay Scales which decides your Basic Pay (BP). The column (Index -1) shows the stating pay in that scale.The lowest pay is Rs 18000 (Level 1) and the highest for Cabinet Secretary is Rs 250,000 (Level 18)When you join, your salary starts from the lowest row and move to the next row in the following year. The increment rate of BP is around 3% per annum.When you are promoted, you go to the next column and your pay is fixed after giving you one extra-increment and then fixed on the pay which is next higher to this.This is in short the method to find BP.
