I'm assuming you want to unlock the dream suite? In order to catch Isabelle napping, to get the dream suite - three conditions must be met. 1) 7 days have passed since amassing 100 mayoral points 2) One PWP must be COMPLETE 3) You've connected to the internet at least once. So the first PWP project must be completed. She should be sleeping after you met the three requirements. If not, it should happen the next morning.

From my experience, I wouldn’t say that you necessarily need a specific level of friendship with a villager for them to request PWPs. However, the higher your friendship with a villager, the higher the chance of them pinging you, thus increasing the chance of them requesting a PWP.If you’re having problems getting a specific villager to ping you, I have had great success using the Diving Trick to Get PWP Suggestions.Again, this is all from my own personal experience playing ACNL so it’s just what I’ve noticed overtime.
