The movie was filmed primarily in Hampton Virginia. It was about a family in the crabbing industry. It was made for TV possibly "The Tuesday Movie of the Week" program. Viacom once owned the rights. It probably was never released on video, someone would have to had videotaped it at the time it aired.

Why do modern HD/widescreen TVs still show black widescreen bars on HD movies?

Virtually everything made for TV is shot for display on a 16:9 (1.77:1) screen.Theatrical movies are shot for showing at movie theaters, not TVs. Since the 1960s  Hollywood has primarily used two aspect ratios , 1.85:₁ often called "flat" and 2.35:1 often referred to as ' Scope. In Europe flat was 1.66:1. In fact the first three Bond films were 1.66, switching to 'Scope with Thunderball.The choice of 16:9 was based on a number of factors. There was never a question of retaining the 4:3(1.33:1) ratio of NTSC TV as it would make it harder for the public to recognize HDTV sets and would handicap the systems ability to get the best from theatrical releases.Many film buffs were hoping that HDTV would be 2:1 as a good compromise between flat and 'scope, but this paid short shrift to all the 4:3 TV productions. Now it turns out that 1.77 is 33% wider than 1.33 and 2.35 is 33% wider than 1.77, so that seemed like a perfect compromise.As it is, the major networks as well as Starz and HBO crop their showings of 'Scope movies to 1.77. BluRays, Netflix and Showtime show films at the aspect ratio the director and cinematographer  chose to shoot the movie in.To me, cropping or stretching an image to fit a TV is as silly as cutting a great painting  so it will fit in your favorite frame.
